I was able to duplicate your problem on Vista, and I'm not sure if this is a bug or a feature. When 'user1' creates the file, it inherits directory permissions which usually means owner has all the rights, others don't have even read rights. When other user wants to access them, you get more less error you noticed - access denied.

Now, how to workaround this isn't nice.. I can set ACL to 'Everyone have all access' but I'm not that happy to do it. What would you suggest to fix your problem, but at the same time does not reflect to make insecure updates which anyone else could interfere with?

I think perhaps adding new property for each file where you could set it to 'Everyone can read/write' by yourself. Would that help?
