Do you have a product whereby I can programmatcally call to dial-up a modem to connect to another computer? Then to be able to disconnect the modem when the task that I want to do, is done.

No, we don't have products which would do this. The only solution I could think of is to set Dial Up connection to dial whenever there is outgoing traffic, and hang up with inactivity timeout.
