I have downloaded dhcp server(http://www.weonlydo.com/Samples/wodDHCPServer.exe) but in chm file it's said that I have to provide some kind of license for it. And here at website said that it's free. Please explain. And will downloaded version let me know anyway that is's not licensed?

No you don't need any license key, it's free product. You will need key only in case if
you buy license with source code.
